Russia stormed out of a UN Security Council meeting after the EU blamed Moscow for causing a global food crisis by blocking ports and stealing grain in Ukraine.
Charles Michel, the European Council president, said Russia used food supplies as a "stealth missile" against the developing world during a war that has left Ukrainian food exports stuck in port.
He said: "The dramatic consequences of Russia's war are spilling over across the globe, and this is driving up food prices, pushing people into poverty, and destabilising entire regions.
"The Kremlin is also targeting grain storages and stealing grain from areas it has occupied while shifting the blame on others."

Russia's UN ambassador walked out of a security council meeting after the President of the European Council blamed the Russian invasion of Ukraine for causing the global food crisis.
European Council chief Charles Michel said during the meeting in New York that Russia was using food supplies as a 'stealth missile' against the developing world forcing people into poverty.
The Russian envoy Vasily Nebenzya has accused Mr Michel of spreading lies.

Former German Chancellor Angela Merkel defended her legacy on Ukraine in a wide-ranging interview on Tuesday. In her first major interview since leaving office, Merkel condemned Russia’s invasion of Ukraine, but said she refused to apologize for her policies towards Moscow.
Speaking on Russia’s invasion of Ukraine, she said: "In my view, what happened was not just unacceptable, but also a major mistake from Russia."
"It's an objective breach of all international laws and of everything that allows us in Europe to live in peace at all. If we start going back through the centuries and arguing over which bit of territory should belong to whom, then we will only have war. That's not an option whatsoever."
Merkel conceded that there could have been a harsher response to Russia's 2014 annexation of Crimea, but said that serious steps had been taken. She cited Russia's exclusion from the Group of Leading Industrial Nations (G8) and NATO's stipulation that members spend 2% of GDP on defense.
Merkel also defended her opposition to Ukraine and Georgia joining NATO in 2008.
She said that if NATO had granted them membership, Russian President Vladimir Putin could have caused "enormous damage in Ukraine." She also cited systemic corruption issues in Ukraine.
"President Zelenskyy is unbelievably bravely fighting against corruption, but at the time, Ukraine really was a country governed by oligarchs, and so there you can't just say "ok tomorrow we'll take them into NATO," she said.
"I don't blame myself for not having tried hard enough," Merkel responded to a question about how much she could have done to prevent an escalation with Russia. "Fortunately, I tried sufficiently. It is a great sadness that I did not succeed."

A huge and powerful storm is raging in Europe for the third day. The list of countries affected by the storm is incredibly long: Germany, France, Italy, Switzerland, Austria, Hungary, Belgium, the Netherlands and other countries. The streets of European cities were instantly deserted due to hail, thunderstorms and heavy downpours. The third day people are forced to stay at home.
The hail storm caused serious material damage in Munich and other parts of Bavaria. Police received hundreds of reports of property damage. Glasses of cars are broken, roofs and glazing of buildings are damaged. Dozens of people were injured.
In France, more than 70 departments were hit by the elements. Farms across France were hit by heavy hail and subsequent flooding, the Federation of the National Farmers' Union said.
Northern Italian regions such as Piedmont, Valle d'Aosta and Trentino Alto Adige were also hit by hail.
According to experts, the total damage has already exceeded 10 billion euros, and the storm is not over yet.

U.S. health leaders testify before Senate on omicron response — 1/11/2022
White House Press Secretary Karine Jean-Pierre holds a press briefing with reporters on Tuesday.
On the last day of the Asian American and Native Hawaiian, Pacific Islander Heritage Month, Jean-Pierre welcomes South Korean pop phenomenon BTS as youth ambassadors to promote a message of respect and positivity.
After the briefing, BTS plans to join President Joe Biden to discuss Asian inclusion and address anti-hate crimes and intolerance.
Earlier this month, President Biden signed the Covid-19 Hate Crimes Act, which aims to curb the spike in hate crimes against Asian Americans during the coronavirus pandemic.
The legislation would instruct the Justice Department to expedite review of hate crimes related to Covid-19, and give local law enforcement more resources to track violence.
