Haj 2022 - Never change a running system. Haj 2022 for Europe, America and Australia is updated

The Munazzim System with organisations from outside the kingdom has been lifted. Pilgrim shall now apply themselve over an online booking platform. But these new changes are too late and only 27 days before the latest arrival for hajj and until now the system is not online. What are the reasons?
